The pm-dispatch skill already says so; Prime Directive 14 still required the director to request the word as ONE batch of at most five rows. That clause is deleted; the owning seat lands after the approval and the click stays the maintainer's. The decision-analysis.md and lanes/director.md line ceilings follow the measured counts (50 to 49, 88 to 87) so the freed lines are banked.
