Check Changeset: .changeset/23072-meta-doors-closed-sets.md#L0
ADR-0087 exemption (no-migration-prescription): No metadata moves: no spec key, authorable spelling, package export or stored shape is added, removed, renamed or re-shaped. The six closed sets are module constants that `@objectstack/rest`'s entry does not re-export, and no stored row or package source changes, so there is nothing for `objectstack migrate meta` to rewrite. What narrows is six runtime doors' query accept sets (`PUT /meta/:type/:name`, `/references`, `/layers`, `/audit`, `/diff`, `/published`): a query parameter those doors dropped now answers a located `400 VALIDATION_ERROR`, and the remedy is in the request a caller sends to that door, never a rewrite of a package source or a stored row. The other categories are closed on facts: the package publishes (not unpublished); no ADR-0087 id is named or touched (not registered or already-registered); and no exported declaration is removed or narrowed (not runtime-interface-only, type-surface-only or runtime-export-retired).
