2.login with work space
3.same but second work space

should show 2 dif quota

Fixed in #122 and merged in b918aac.

This keeps same-email multi-workspace quota cache entries distinct, rebuilds fallback state after identity changes, and adds regression coverage for the cache/save edge cases that were part of this issue.
