Support B70 openAPI

I'm testing latest localai with a Intel B70. It works with latest-gpu-vulkan, but when I use latest-gpu-intel the graphics card is not detected. The oneapi libraries in the image have version 2025.3, so maybe upgrading these might fix this.

Thanks for the hardware/version detail. Since the B70 works through Vulkan but is not enumerated by the Intel/SYCL image, this points to the packaged oneAPI/runtime device support rather than the model configuration. Please add the sycl-ls (or oneapi-cli) device enumeration output from inside latest-gpu-intel; that will let us distinguish an outdated runtime from missing device permissions before changing the image pin.

Current is 2026.1.0. Admitted, it's quite recent, but required for B70.

This may be addressed by the work here: #10991 (still WIP). Keep an eye there too.
