`ui` package locale isn't loaded

What browsers are you seeing the problem on?

Describe the bug

While the strings from the ui package are correctly uploaded to Crowdin and are regularly updated in the monorepo, they aren't actually loaded on-site or in the app.

Steps to reproduce

1. Select a language other than English with the ui package strings translated.
2. Compare the output to the locale files; only the English fallback message is displayed.

Expected behavior

The localization is loaded and displayed as expected.
