Excluding a loader doesn't actually exclude the loader #5198

Please confirm the following.

What browsers are you seeing the problem on?

Chrome (including Arc, Brave, Opera, Vivaldi), Firefox, Microsoft Edge

Describe the bug

When I click to exclude a loader (for instance) Fabric, I see Fabric mods still appearing in the list due to multi loader satisfying other mod loaders.

Steps to reproduce

Go to https://modrinth.com/discover/mods?g=categories!=fabric
See Fabric mods even though they are excluded

Expected behavior

I expect the mods to not show up at all, because they are excluded from the list. If anything, this should be communicated better or given an option to completely exclude, so then the current behavior can be kept in-tact along with completely removing any mods that meet the criteria.

Additional context

It seems like it can be a feature, but due to how categories work I think it might be a bug. I am specifically trying to do this because I do testing for KiltMC mods. I would like to look up specifically Neo/Forge only mods.
