Kotlin SDK Tier Audit

Assess the Kotlin SDK according to support tiers. Create a ticket to update a tier in the https://github.com/modelcontextprotocol/modelcontextprotocol repository.

1. Run sdk tier audit and https://github.com/modelcontextprotocol/conformance/tree/main/.claude/skills/mcp-sdk-tier-audit a get results
2. Follow the pattern in TypeScript SDK: Tier 1 assessment modelcontextprotocol#2272, which would mean creating an issue equivalent to TypeScript SDK — Tier 1 Assessment modelcontextprotocol#2271 with the linked evidence for each of the requirements in the Tier.
