Popup "delegate to agent" unremovable. How to remove???

Does this issue occur when all extensions are disabled?: Yes/No

• VS Code Version: 1.108.2
• OS Version: Windows 10

Steps to Reproduce:

1. Write TODO: xxx in any programming language comment
2. Popup like this appears:

Unbelievably annoying and completey disrupts the code flow. Unfortunately, turning off all AI features with the setting

"chat.disableAIFeatures": true

does not do anything about the popup, even though it should. It is still there.

i think you installed an extension which is causing this issue

No, there are only two extensions installed that are related to AI:

• GitHub Copilot
• GitHub Copilot Chat

Both of which are installed automatically with VSCode. I didn't actively install either of these two.

Both of which are currently disabled, yet the pop up remains. This is clearly a bug.

Do you have the Pull Request extension installed? I think this is contributed from that.

I do! I do not know how to confirm whether it is coming from this one or not though. DIsabiling the github pull request extension does not change the problem. If I write a new # TODO: ... comment, the popup still pops up. In any case if you are convinced this is the Pul Request problem please do transfer the issue.

This no longer comes from the GitHub Pull Requests extension, it comes from Copilot Chat.

Hi, I was also trying to remove the 'Delegate to agent' prompt, and found that as of my version of VS Code (1.108.2), it was caused by GitHub Pull Requests (v.0.128.0), and can be disabled by deselecting in GitHub Pull requests setting > 'Coding Agent: Code Lens'. I hope this is helpful to anyone stumbling on this one at a later date.
