Windows x64 has the ability to launch Windows 11 compatible HCS VMs with vTPM like I do inside my application that uses the HCS library

However, I want to produce an ARM64 build for Snapdragon X devices, but I'm unable to create vTPMs due to no vmfirmwarehcl.dll shipping on Windows Arm (at least in my computer, even with Hyper-V enabled).
I understand there is also a new OpenHCL, but this is also not shipping as part of the OS, so right now there is no way to launch Windows 11 ARM VMs with TPM enabled (a requirement for Windows 11).
Is there any solution for this?
