RAK4631 repeater has "debug flag 2" (ERR_EVENT_CAD_TIMEOUT)

Using unmodified 1.11.0 firmware, after some uptime the "debug flags" will be set to 2.
If I'm interpreting this as a decimal for the bitflag, that would be ERR_EVENT_CAD_TIMEOUT.

Dispatcher::checkSend(): CAD busy max duration reached!

Is this just busy airtime and bad luck? Or something worth investigating?

Or perhaps better, queue until fire?
I have observed many times that the repeater (same RAK) listens but doesnt reply. These packets are discarded and makes communication quite unreliable.

there is nothing to disable. the debug flag 2 is a information that the radio could not TX for 4 seconds in a row.

repeaters already have queue and without it busy meshes would not work.

If more people end up on this issue maybe worth adding to the docs.

But for now sounds like there's nothing that needs to happen specifically here besides optimize the mesh airtime utilization :]
