openkal 0.15.0, and the six repositories that move with it (#507)

The specification adds `kal_task_stack`, and the index gains the row that
publishes it: the upstream archive as GLOBAL and the byte-identical gitcode
release asset as CN, for all three platform tables.

The rows for the implementations are registered as each of them is released;
this one is the specification, and every other row depends on it.
