Remove EnableJwtBearerService from settings and always register the Service

• Remove the EnableJwtBearerService option from the settings.
• Always register the JwtBearer Service regardless of the previous setting.
• Update the README.md documentation to reflect this change, removing references to the setting and clarifying that the Service is always registered.
