persist: journal and rounds growth + schema versioning story

The journal and per-Round files grow without bound, and their schemas carry no version.
Decide the growth story (compaction? rotation? nothing-yet-but-documented?) and the
versioning story before external users hold long-lived Loops. Design first — this issue is
the decision, implementation follows it.
