Update dolphin version to a more recent supported version 2506

Reason for change

The current build used is very old.

I was wating for Trixie which is out now I'll build today. I cannot build this from source it is too heavy and they only officially distro on flathub which we cannot use in Docker, so Trixie will be more up to date but I doubt it will pin past 2506 for another 2 years until next stable Debian.

Reviewing this PR I see the additions, but not seeing package version for dolphin being updated. Is there a follow-up to this or does this inherently pull in this new version the next time the package job runs?
