Add notification for run errors

Description

The user would like the system to send a notification when a run errors, similar to the existing notification when a model completes.

Motivation

This would help the user multitask better by letting them know when an error occurs without needing to monitor the run continuously.

Proposed Solution

Add a notification that is triggered when a run ends in an error state, analogous to the current completion notification.
