Consider not removing peers on closure if trusted

If our counterparty is LND they might not handle the force-closure error message correctly. We therefore might want to keep remembering the peer to reconnect automatically to initiate the channel-reestablish-recovery-flow after a channel had been force closed.

Relatedly, we might also want to remove a peer if the counterparty initiates the closure of the last remaining channel.
