SUS - Downloading updates it shouldn't be.

I've "unticked" all of the 'Apple Catalog URLs' except for 10.12 and above. But updates for 10.11 and below are still being downloaded.

This is not a NetSUS issue, thats how Apple catalog works, have a look in
https://swscan.apple.com/content/catalogs/others/index-10.12-10.11-10.10-10.9-mountainlion-lion-snowleopard-leopard.merged-1.sucatalog

It contains updates for all systems up to and including 10.12. It does not contain any updates for 10.13 or later.

Please confirm and close the issue if validated.
