Create issue template for IM1 issues to populate github-handle variables

Overview

We need to create a template to make an Epic issue for each project that has github-handle variables to be populated.

Details

We currently have a Populate github-handle issue template to create a good first issue that will populate the github-handle variable for a single project leadership member.

This issue creates the epic template, so that a project file can be reviewed and good first issues can be made for each person in the leadership on that team that does not already have the github-handle: variable filled out.

The template should have action items that

• reference this spreadsheet GitHub handle variable population and have the person using the epic that will be created from this template, filling out the spreadsheet for the project that the epic template gets used on.
• have the assign making new issues using the Populate github-handle issue template

Action Items

• Create a new file .github/ISSUE_TEMPLATE/issue-making-populate-github-handle-for-project.md
• In the file you created, reformat the markdown from this comment into a GitHub issue template:
