As a manager, I want a Toggle Feature so that I can Enable Manager Access

Overview

We need to add a slider/toggle feature to enable and disable Manager Access for projects. The goal is to add non-manager members, by having a slider communicate if someone is a manager or member. Creating this ticket for the development team based on the designs created by Julia in this ticket: #2123

Acceptance Criteria:

Given a manager logs into VRMS,
When they go to "Users" and click User Search, Results by Name,
Then they will search for the User
AND
Then next to the project, there should be a toggle for Manager.

Given a manager toggles "On" for manager,
When the Manager Access is enabled
Then the toggle will highlight in green
And
When the Manager Access is disabled,
The toggle will show as white

Given a manager toggles to update Manager Access
When the Manager Access is enabled or disabled
Then the record will update in MongoDB

Given a manager wants to delete a user from a project,
When they go to remove the user,
Then they will see a trash can icon instead of the word "REMOVE"
