Some trusted sites will have scripts that need to run that for whatever reason are not listed in by NoScript. Sometimes the extension badge shows how many scripts are blocked and sometimes it doesn't. In order to get around this, the user must fully disable the entire extension.
For instance, when trying to use the browser version of Todoist, the app will not load. No scripts are listed as blocked, no number shows on the extension badge, but the app does not load unless the NoScript extension is disabled entirely. Another site I came across the other day, but it did have a number shown in the badge, but when instpecting the listed sites/scripts, all were trusted, nothing was blocked.
