Version.java are not preserved for java-health and java-maps-mapmanagement

Noticed in this generation pr, java-health/google-cloud-health/src/main/java/com/google/devicesandservices/health/v4/stub/Version.java is overriden to 0.0.0-SNAPSHOT, because it is not preserved.
Same for java-maps-mapmanagement/google-maps-mapmanagement/src/main/java/com/google/maps/mapmanagement/v2beta/stub/Version.java

I believe these are new libraries added recently, non-cloud. So the https://github.com/googleapis/google-cloud-java/blob/main/java-health/.OwlBot-hermetic.yaml is missing preserve item.

@blakeli0 @diegomarquezp I propose to fix these separately, and merge this generation pr now so that the googleapis commitsh matches generated code again in this repo.

#12862 was intended to handle the general case. Not sure what fails in these two libraries.
