Add support for Issue Dependencies REST API

The Issue Dependencies API is not yet supported. Specifically, what is needed is adding ListBlockedBy, AddBlockedBy, RemoveBlockedBy, and ListBlocking methods to IssuesService.

I have an implementation ready for this: #4130
