The purpose of this PR is to create the aws-elastic-beanstalk-service.md in the DeployToThirdPartyPlatforms GitHub Actions page guiding the users on how to use the new GitHub Action (https://github.com/aws-actions/aws-elasticbeanstalk-deploy). The expected outcome is to have a section to guide users on using the aws-elasticbeanstalk-deploy Github Action, similar to the others found here: https://docs.github.com/en/actions/how-tos/deploy/deploy-to-third-party-platforms
