The $57k parenthetical is deleted entirely — the expense-without-procurement
sentence stands alone. The roadmap's npm sentence is replaced with the
dependency-cache description, verbatim from the work order. Vocabulary is
'build cache' (Gradle, Maven) and 'dependency cache' (Gradle, Maven, npm).
