[LP-GP3-S1] Browser WASM static-content host capability

Expose a browser-safe Echo WASM host capability for Launchpad static content reads.

Scope

• Content read requests use explicit identifiers/digests, not ambient route fetches.
• Host capability returns structured success/absence/obstruction facts.
• Capability is suitable for browser WASM and test fixtures.

Acceptance criteria

• WASM-facing API can request one static launchpad content item.
• Returned facts include evidence posture and stable content identity.
• Failures are structured and do not trap WASM.
