Fix time for posting data on L1 for Arbitrum One

In the home page https://docs.etherlink.com on the linked page for Arbitrum One (https://arbiscan.io/batches) I see only as low as 2 minutes minimum between some batches. Should we rather point to https://chainspect.app/chain/arbitrum and mention the finality time instead?

We can start by lowering the claim to ~2min (it looks like patches are posted every 3-4min).

But that being said, I agree finality would be a better number.
