Add "preferences" button to Console view

While reviewing #2435 I was surprised to see that Console view has no "three dots" view menu with "Preferences" entry in the view toolbar, unlike other views with dedicated preference pages (like Search).

It would be nice to have such button in the Console and link it to the "Run/Debug -> Console" preference page.
