Enable a good Aspire experience for ASP.NET Framework migrations

This issue is to track what is needed to make a good Aspire experience for incremental migration.

Anything required here:

• Use IHostApplicationBuilder for framework application to enable Aspire development #596

• Include Aspire components in the builds #603

dotnet/aspire:

There are some feature gaps with Aspire that make some of this a bit more difficult. This tracks the issues/prs:

• Build ServiceDiscovery library and tests against netstandard2.0 microsoft/aspire#10470
• Allow users to configure preferred protocol (gRPC or HTTP/Protobuf) for OpenTelemetry endpoints microsoft/aspire#6789
  • Allow requiring OpenTelemetry protocol if needed microsoft/aspire#10507
• Support legacy Asp.Net MVC and console (e.g. topshelf) projects for simpler upgrade from NetFX to Net Core/8 microsoft/aspire#4984
