Fix and improve `dispatch run` tests

1. Currently dispatch run tests only work on Unix-like systems. We should do some improvements to run them on Windows as well. Something like what was proposed in Fix Windows build and build on Windows CI #74 (comment) should work.

2. There's a flaky test, see add dispatch init command #78 (comment)
