Add tests for 2025.12 functionality

This is a tracking issue for testing new 2025.12 functionality.

• hypothesis needs updating to allow for "2025.12" version, similar to Add 2024.12 to allowed array API versions HypothesisWorks/hypothesis#4262

There isn't a changelog yet, but the new functionality that I'm aware of is:

New functions

• linalg.eig
• linalg.eigvals
• broadcast_shapes (feat: add broadcast_shapes to the specification array-api#983) : WIP: test broadcast_shapes #403

New functionality

• searchorted x2 argument can be a scalar : WIP: searchsorted: allow x2 to be python scalar #394
• negative axis support in permute_dims : ENH: test permute_dims with axis < 0 #395

API changes

• meshgrid, broadcast_arrays and info.devices return tuples not lists
