Add Support for Visual Studio 2022 #108

Description

@cpmcgrath

Visual Studio 2022 comes with a fairly significant catch - You can't make the one VSIX for that targets old versions and 2022. As such there will be two marketplace entries for it.

The Microsoft Documents recommend build configurations so the same source code can build 2 vsixs, but I think I'm just going to handle it with branches.

Additionally, I'm going to use this as a chance to update the prerequisite on all of the extensions to .NET 4.8. To be honest though, I'm probably not going to be testing anything other than the VS version, and won't push the change to any other marketplace - The visual-studio-2019 branch will have the old version if it does introduce a breaking change. If anyone does want to give feedback on these though, it will be welcome.

The nature of this change means I probably won't publish the VS2022 version to the marketplace until around VS2022 is released. In the meantime, you can download it from https://ci.appveyor.com/project/cpmcgrath/codealignment/builds/41257668/artifacts
