Enable enrichment of paths with env variables

• hosts paths should be enriched by available ${env.xxx} variables
• direct paths should be enriched by available ${env.xxx} variables
• repo config paths should be enriched by available ${env.xxx} variables
• any paths pulled from hosts lookup should be enriched by available ${env.xxx} variables
