Empty files are not patchable

How can I patch an empty file ? when I use the library to patch a file that is empty in both ways . I am using patch-ng 1.18.0 . is this version fixed in a newer version ?

As far as I tested, patch-ng can patch an empty file /dev/null by adding a new file.

Could you please elaborate on what steps were followed to reach your scenario? Please add more details about your context. Regards!
