Shellper reconnect test suite leaks its fixture shellpers: test-workspaces never tear down #1337

Problem

Fleet census on a Tower host (2026-08-02): 60 live shellper processes rooted in ~/.agent-farm/test-workspaces/codev-reconnect-* — fixture workspaces created by the reconnect test suite whose shellpers are never torn down when the test (or its run) ends. They accumulate across runs: an earlier same-day census on the same host counted 34; hours later it was 60.

Expected

Test-spawned shellpers are owned by the test run: teardown (afterEach/afterAll and a suite-level guard) must kill every shellper the fixtures spawned, and a codev-reconnect-* workspace left behind after the suite exits is a test bug. A CI/local run of the suite should be shellper-neutral.
