Subject: [PATCH 1/3] Rename "Autonomous Developer Agent" to "Drafter"

The workflow creates draft PRs and isn't fully autonomous, so the new name
better reflects its actual behavior and scope.

Changes:
- Updated workflow description and title in drafter.md
- Recompiled drafter.lock.yml to reflect the new naming
- Updated actions-lock.json during compilation

 descriptions

Complete the renaming from "Autonomous Developer Agent" to "Drafter" by
updating the agent/code label description in both install-labels.yml and
install-labels.js from "Triggers the autonomous drafter agent" to
"Triggers the drafter agent".

Also removed "autonomous" from the file header comment in
install-labels.js for consistency.
