The bots are now doing drive-by help and it is annoying me. Created a little temporary anti-drive-by lockdown.

• Repo interaction limit set to collaborators_only (expires 2027-02-25, GitHub max).
• Added auto-triage workflow: issues from non-collaborators are commented, labeled automated-triage, closed as not-planned, and locked by github-actions[bot] (I don't want to give any human interaction satisfaction to these)

I've also swept up ronnie's opened issues.
