docs: catalog refresh, brand mark, blog positioning and the pg-partsmith post (#5)

The catalog as compact rows with section anchors; external links in a new tab; wider, smaller-type blog posts; a brand mark, favicons and a social card; Recommended sections for aiofence, d9d and an article on client disconnects; the welcome post as the story of why the libraries exist; the blog as guides and articles rather than release notes, the empty Releases category gone; and a post on managing PostgreSQL partitions with pg-partsmith, featured on the home page.
