Toggle for "SendMailIfSame" as well as existing "SendMailIfChanged"

Hi - as an addition to the web front end's inputs, please could you add a toggle which allows the actor to send an alert if the content *hasn't* changed since last time. The opposite of what's there right now might be useful for other folks too. Thanks -A.
