Add Guest Network button missing in v4.22.0.0

The Add Network button is visible at https://qa.cloudstack.cloud/simulator/#/guestnetwork.
However, in our deployed version 4.22.0.0, the button is not visible, making it impossible to register a Guest Network.

It has been confirmed that the QA site is running version 4.21.0.0.

The steps to reproduce the bug

1. Log in.
2. Navigate bar to Network > Guest Networks from the navigation menu.
