[Feature Request]: Add support for Beam Python and YAML

What would you like to happen?

We need to update Delta Lake source support available for Beam Python SDK and Beam YAML.

This can follow similar path to Iceberg I/O.

Blocked by adding support for Managed I/O - #38555
