[Python] Enable OpenTelemetry on PyArrow wheels #49382

Describe the enhancement requested
We are currently not enabling OpenTelemetry on PyArrow wheels.
It could be interesting enabling it so users can get OpenTelemetry traces if they wish to when installing PyArrow from built wheels.
