Make slashkit publishable on PyPI

Since slashkit is an installable Python package now, it should also be published on PyPI. However, it currently contains a repository of IP cores, prime among them the smbus IP. These are not to be redistributed, which means that we need to find a way to package and distribute the linker without a repository of raw IP cores.

I see the SMBus IP is somehow publicly provided in https://github.com/Xilinx/amr_vivado_designs/tree/main/alveo_v80/platforms/v80_base/ip/smbus_v1_1 already.
