How to create multiple monitors?

I created a single monitor on a headless PC and the additional monitor came up and was recognized by Splashtop, so far so good.

Then, I reran the executable, presumably to create a second monitor, but a second monitor didn't show up on my Win10 Display Settings, even after refreshing the display. I have a three-monitor setup so require two virtual monitors.

How would I go about creating two virtual monitors ?
