ViewFrame::getAddressFromInput should support not showing the relative checkbox

It is a convenient dialog to use, but in many cases, the "relative" checkbox does not make any sense and can be confusing:

We should offer a boolean to disable it. The cases where I think it is needed are:

1. Extend selection to address/by bytes
2. Rebase
3. Debugger rebase to
4. Debugger add breakpoint

Or in other words -- it is likely only useful when doing navigation
