[BUG] When a Project's Jira integration is not connected to a specific Jira project, create Jira issue shows continuous loading

Bug Description

When connecting a Project to a Jira integration, but you do not choose a value for External Project, then attempt to create a new Jira issue, the dialog shows a spinner but never loads.

To Reproduce

Steps to reproduce the behavior:

1. Go to Project > Integrations
2. Connect an existing Jira integration
3. Do not select an external project
4. Attempt to create a new Jira issue

Expected Behavior

User should be alerted that the Jira integration is not completely set up for this project.

Actual Behavior

Spinner loads forever
