Update `setup.py` for `project_urls`

Python Packaging has added a new field to the setup.py to more clearly provide information on where to get help, etc. This would be extremely helpful to utilize with PyPi. See https://packaging.python.org/tutorials/distributing-packages/#project-urls for details.
