Non-external firmware touch screen issues?

Issue

The touch screen on my computer has not been modified in any way from the firmware Dell put on my laptop (XPS 13 9310 if that helps), yet I still get touch screen issues when trying to use my computer's touch screen. It works for a bit, then doesn't for a bit, then starts working again seemingly at random. I'm not sure what to do about this.

desmume for windows does not support a touch screen. most likely your touch screen drivers or operating system are sending nonsense mouse input after being confused by your gestures. Find a way to disable the gesture detection and just make the screen act like a normal mouse.
