Bug: Can't skip intro movie when using controller

Describe the bug

When I open P2:CE and the intro movie webm plays, I can skip it when I press a key on a keyboard, but not when I press anything on a controller (with Steam Input enabled)

To Reproduce

1. Connect a controller to PC
2. Open up a Strata game with an intro movie e.g. P2:CE
3. Notice that you can't skip the movie when pressing buttons on the controller
