`PipeScript` `Container.onbuild.ps1` should be run ONBUILD

The [ONBUILD instruction in a Dockerfile](https://docs.docker.com/reference/dockerfile/#onbuild) allows for instructions to an when the build is used from another layer.  This should update any packages and otherwise perform and initialization steps specific to use in a layer.
