Move installation files for memilio-simulation into pycode/memilio-simulation

Motivation / Current Behaviour

Currently, memilio-simulation is built via a top-level pyproject.toml / CMakeLists.txt file, instead of these being contained in the module's directory.

Enhancement description

Move these files into the module directory, and update CI / PyPI workflows accordingly.
